Not chasing bad guys

This is sad, fun, and stupid all at the same time. A South Carolina mayor has ordered her police department to stop chasing bad guys citing insurance reasons. So let me get this straight Joe policeman sees a bad guy still a purse, bad guy takes off, policeman says stop, bad guy does not stop and gets away. Smart very Smart
